A news agency, also called a wire service. Reuters gathers reporting and sells it to newspapers, websites and TV stations, which publish it under their own name. Because its customers sit on every side of the spectrum, left or right is the wrong question to ask about it.
Reuters is one of the two agencies most American newsrooms rely on. Its business is selling reporting to other news organizations, which means its customers include outlets at both ends of this directory. That commercial fact is the strongest structural pressure toward neutral copy that exists in the industry, and it is why wire reporting reads flatter than almost anything else you will encounter.
It is not a guarantee. Agencies still choose which stories to cover and which words to use, and both left and right have raised objections to specific Reuters style decisions. But an agency has a commercial reason to be dull and even-handed that a partisan outlet does not.
